Navigating Canada’s Designated Learning Institutions (DLIs) with MSAWEST Immigration and Visa Services

For international students aspiring to study in Canada, obtaining an acceptance letter from a Designated Learning Institution (DLI) is a critical step. This is not only a requirement for a Canadian study permit application but also for those seeking eligibility for a Post-Graduation Work Permit (PGWP).

Understanding DLIs

DLIs are educational institutions approved by a provincial or territorial government to host international students. MSAWEST Immigration and Visa Services emphasizes the importance of choosing a recognized DLI and a qualifying program to ensure eligibility for the PGWP post-studies.
Each DLI is assigned a unique number beginning with “O”, which must be included in your study permit application. This DLI number is proof of the institution’s recognized status and is critical for the processing of your documentation.

Exemptions and Special Cases

While the DLI requirement is broad, there are notable exemptions:

  • Primary and secondary schools in Canada are automatically designated and do not require a DLI number.
  • Family members of a foreign national with an approved work or study permit may receive an open study permit without the need for a DLI number.
  • Some Quebec institutions do not have a unique DLI number but are recognized by the provincial government.

If an Institution’s DLI Status Changes

The loss of DLI status by an institution can have significant implications:

  • Applications with letters of acceptance from a non-DLI will be refused.
  • If the institution loses its DLI status after application but before permit issuance, students may withdraw their application, present a letter from another DLI, or do nothing and face refusal.
  • Students already studying at an institution that subsequently loses its DLI status can transfer to another DLI or continue until their study permit expires. However, they will not be able to renew their study permit for further studies at the non-designated institution.
